<p><span class="font-size-3">American Honda Motor Co. and General Motors are among the auto companies closely monitoring dealerships' compliance with their certified used-vehicle programs -- and sometimes cracking down on those who bend the rules.</span></p>
<p><span style="font-size: 12pt;">Brian Butts, manager of auto remarketing at American Honda, and Larry</span> <span style="font-size: 12pt;">Pryg</span><span style="font-size: 12pt;">, national manager of GM Certified used operations, said most of their dealerships administer their programs properly. But those that don't, get temporarily suspended from the programs. </span></p>
<p><span class="font-size-3">It's all about maintaining the programs' integrity, Butts and Pryg said. Neither would say how many dealerships have been suspended from their programs or detail the violations. </span></p>
<p><span class="font-size-3">"I think every OEM is concerned with ensuring that the dealerships are properly certifying the vehicles, doing what's necessary both pre- and post-sale," Butts said. </span></p>
<p><span class="font-size-3">The suspensions are one reason American Honda's certified used sales are down this year, Butts said. Another reason is because the company's off-lease volumes -- the bread and butter of certified used programs -- are down this year, the result of production cuts in 2011 after the earthquake and tsunami in Japan. That supply shortage has affected certified-used sales, Butts said. </span></p>
<p><span class="font-size-3">Through August, American Honda certified used sales dropped 7 percent from the year-earlier period to 186,248 vehicles. Industrywide sales of certified used vehicles rose 9 percent in that period, putting them on track to top last year's record 2,113,173, which was up 15 percent. </span></p>
<p><span class="font-size-3">American Honda is restructuring the certified-used programs for Honda Division and its luxury sibling Acura and expects to introduce improved programs this year, Butts said. Among other things, the company is changing how it oversees dealer compliance, he added. </span></p>
<p><span class="font-size-3">"Unfortunately, we can't visit every dealership ourselves, so we have companies that assist us," Butts said. "We want to ensure that we're doing the best we possibly can to ensure that our dealers are certifying the vehicles properly and documentation is complete and accurate." </span></p>
<p><span class="font-size-3">Honda Division and Acura dealerships that lose their right to sell certified used vehicles are suspended for 90 days. They must submit written action plans and work with field staff to correct the problems if they want back in, Butts said. </span></p>
<p><span class="font-size-3">GM's Pryg said GM Certified has monitored dealers' performance "for years," but began adding emphasis about 18 months ago. </span></p>
<p><span class="font-size-3">"For the first time, we said, 'If you fail [GM audits] consecutively, we will remove you from the program,'" Pryg said. "That's a discussion we've had with dealers for over a year. The idea is to fix them, not get them out." </span></p>
<p><span class="font-size-3">Pryg said GM Certified representatives visit participating dealerships one to four times a year. Dealerships are graded on how well they execute the program. Those that do well get fewer visits. Stores that need to improve get more visits. </span></p>
<p><span class="font-size-3">"This is our way of keeping our promise that the car is properly certified," Pryg said. </span></p>
<p><span class="font-size-3">GM Certified, which includes Buick, Chevrolet, GMC, Pontiac and Saturn brands, increased its unit sales 10 percent through August to 255,077. </span></p>
<p><span class="font-size-3">Bill Fay, Toyota Division general manager, said Toyota dealers do an "excellent job defending and supporting the parameters of the program, but we have to stay on it like everybody else does." </span></p>
<p><span class="font-size-3">So each quarter, a third-party inspection company, on behalf of Toyota Division, conducts unannounced audits at participating dealerships to inspect the quality of the vehicles being sold as certified, said Tom DeLuise, Toyota Motor Sales national manager of certified vehicles and rental car sales and operations. </span></p>
<p><span class="font-size-3">"We'll decertify a vehicle, if in fact it needs to be," DeLuise said. "But in those situations, we'll sit down with our dealers and counsel with them and say, 'Here's what you need to do to make sure that the cars are right.'" </span></p>
<p><span class="font-size-3">Toyota Division's certified used sales dropped 6 percent through August to 239,251, also in large part the result of lower off-lease volume due to the 2011 earthquake and tsunami.</span></p>

<p><span class="font-size-3">According to a report from <a target="_blank" href="http://www.blackbookauto.com/uploads/docs/bb-whitepaper-total-recall.pdf"><em>Black Book</em></a>, a trade publication that estimates residual values, some Cobalts actually increased in value after General Motors initially recalled <a href="http://blog.caranddriver.com/more-than-750000-chevrolet-cobalts-and-pontiac-g5s-recalled-after-six-deaths-related-to-ignition-fault" target="_blank">2005–2007 models</a> for faulty ignition switches in February and expanded the problem to <a href="http://blog.caranddriver.com/gm-recalls-every-car-built-with-faulty-ignition-switch-will-fix-2-2-million-cars-in-u-s/" target="_blank">all Cobalts and many others at the end of March</a>. From January through June 1, the average value of a 2005 Cobalt increased by 1.4 percent; the 2006 Cobalt went up 1.1 percent. While the 2010 Cobalt took a significant price hit between January 1 and March 1—at which point it hadn’t yet been included in the recall—all other models ended June 1 fairly flat, according to <em>Black Book.</em> (Disclosure: <em>Black Book</em> is owned by Hearst, which also owns <em>Car and Driver.</em>)</span></p>
<p><span class="font-size-3">Ford has recalled the 2013 Escape <a target="_blank" href="http://editorial.autos.msn.com/blogs/post--recall-692500-ford-escape-c-max-models-for-airbags-door-handles">10 times</a> since its late 2012 debut, half of those for major engine failures involving fires and fuel leaks on its 1.6-liter EcoBoost. Yet <em>Black Book</em> found that the 2013 model “followed normal seasonal patterns” despite a sharp 3.0-percent month-over-month drop in May, the same month that Ford recalled more than 625,000 Escapes for airbag problems and sticky door handles. The 2013 models also followed depreciation rates of the previous-generation 2010–2012 Escape, even after Ford recalled 140,000 for overheating cylinder heads that led to engine-compartment fires.</span></p>
<p><span class="font-size-3">What about Ford’s Firestone debacle, where tires suddenly blew out and caused SUVs to lose control and flip? Aside from lawsuits, Ford and other financing lenders made out just fine. Looking at the 2000 Explorer, sales actually increased (versus a year earlier) when the recall began in August 2000, and residual values jumped in November when Ford added three higher trim lines. It was a similar story for the 2008–2009 Toyota Camry, which still outperformed its class average for monthly depreciation by the end of February 2010, when<a href="http://www.caranddriver.com/features/its-all-your-fault-the-dot-renders-its-verdict-on-toyotas-unintended-acceleration-scare-feature" target="_blank">Toyota’s unintended-acceleration recalls</a> had reached critical mass. According to <em>Black Book</em>, 2008 Camrys had a 3.0-percent depreciation rate (compared with 3.5 percent among its segment peers) and 2009 Camrys showed a 3.6-percent rate (versus 3.9 percent).</span></p>

<p><span class="font-size-3">Of course, these are specific examples at specific dates and times, and auto sales and the data they churn out are cyclical, highly volatile beasts. <p><span class="font-size-3">This has been a bad year for recalls. The <a href="http://www.autoblog.com/2014/07/01/yearly-auto-recall-record-demolished-in-6-months/" target="_blank">US auto industry broke the record</a> for repair campaigns months ago, and with <a href="http://www.autoblog.com/2014/08/08/saturn-vue-ignition-switch-new-gm-recalls-total-312k/" target="_blank">about 25.8 million vehicles</a> needing fixed, <a href="http://www.autoblog.com/category/gm/" target="_blank">General Motors</a> has gotten close to 2013's total full-year figure of 27.96-million recalled cars all on its own. You might think that used car buyers would run screaming for the hills from all these faulty models, but a recent study finds the exact opposite to be true. In fact, one of The General's vehicles actually gained value slightly, despite all of the negative publicity.</span><br/><br/><span class="font-size-3">The report from Black Book Lender Solutions examined residual values for several vehicles from major recalls. They included the <a href="http://www.autoblog.com/chevrolet/cobalt/" target="_blank">2005-2007 Chevrolet Cobalt</a> that <a href="http://www.autoblog.com/2014/02/13/gm-recalling-778-000-cobalt-and-g5-six-deaths-reported/" target="_blank">was among the most prominent affected models earlier</a> this year. The study <a href="http://www.autonews.com/article/20140821/RETAIL/140829966/recalls-have-little-to-no-impact-on-residual-values-study-says" target="_blank">found that the campaigns had almost no effect on a vehicle's depreciated cost</a>, even those with major press coverage, according to <em>Automotive News</em>. Amazingly, in the case of the Cobalt, the price of 2005 and 2006 examples actually increased by about one percent in the first half of 2014 compared to the same period last year, according to the investigation.</span><br/><br/><span class="font-size-3">The results weren't limited to just GM, either. The <a href="http://www.autoblog.com/toyota/camry/" target="_blank">2008-2009 Toyota Camry</a> from the unintended acceleration recall had a lower depreciation rate amid the campaign in February 2010 than its competitors of the same year, according to <em>Automotive News</em>.</span><br/><br/><span class="font-size-3">These outcomes echo similar data from other sources. In terms of new cars, <em>Autoblog</em>'s <a href="http://www.autoblog.com/2014/06/03/may-2014-us-auto-sales-numbers/" target="_blank">By the Numbers</a> info shows GM sales have grown on five of the seven months with data in 2014. The month with the biggest loss was January, before the ignition switch recall was even announced. In June, another investigation found that<a href="http://www.autoblog.com/2014/06/04/gm-sales-up-despite-recalls/" target="_blank">the company's used car prices were still staying strong</a>, and one company showed the recalled <a href="http://www.autoblog.com/chevrolet/impala/" target="_blank">2012 Chevy Impala</a> also appreciating slightly. It certainly appears that the campaigns don't weigh on many consumers' minds when buying a vehicle.</span></p>

<p>The <a target="_blank" href="http://www.cars.com/hyundai/sonata-hybrid/2013/">Hyundai Sonata Hybrid</a>'s price fell the most in July, dropping 3.2 percent ($653) to $19,511. The only other alternative-fuel car in the top 10 list is the Chevrolet Volt range-extended electric car, and all of the other models are from luxury brands.</p>

<p>Meanwhile, average asking prices for the <a target="_blank" href="http://www.cars.com/nissan/quest/2013/">Nissan Quest</a> minivan increased the most in July, up 1.3 percent ($290) to $22,372. A 0.8 percent difference separated the top and bottom cars on each of the top 10 lists this month, but overall price increases were more modest than the price declines.</p>
<p>The charts detail used cars from the 2011 to 2013 model years with the biggest price drops and gains. To be eligible for the lists, a model had to have at least 250 cars in Cars.com's national inventory.</p>

<p>Mr. Sandy Schwartz will assume the role of President of AutoTrader Group.</p>
<p>dE believes Mr.Schwartz will continue reporting to Mr. Jim Hayes the President and Chief Executive Officer of Cox Enterprises. Sandy Schwartz became President of Manheim in mid 2011. Before Manheim, Mr. Schwartz served as President of Cox Media Group.</p>
<p>In researching Mr. Schwartz's business history we believe he joined Cox in 1985 and served in many functions including President of Cox Arizona Publishing, Executive Vice President of the Austin American-Statesman, Vice President and General Manager of The Atlanta Journal-Constitution, Executive Vice President of Cox Newspapers and Vice President of business development for Cox Enterprises.</p>
<p>Mr. Schwartz’s automotive experience has been limited other then working with AutoTrader. He served as President of Cox AutoTrader, comprised of both AutoTrader.com and AutoTrader Publishing. He also has been on the board of AutoTrader.com for several years.</p>
<p>Chip Perry has done a wonderful job growing dealer relationships, sales, marketing, product development, information technology,customer service efforts and AutoTrader team member development.</p>
<p>As we are sure that the dE team members and AutoTrader team will welcome Sandy with open arms, we will also miss Chip and wish him all the best.</p>
