Multiple surveys by national HR publications, the Society for Human Resources and background checking firms report that 90% of employers say they background check before hiring. The percentage drops significantly if you just survey dealerships. Why is that?  Maybe dealers are just more truthful about what they are really doing.  Maybe they think the cost is too high?   Perhaps they want to earn tax credits for hiring felons? What do you think?

Mike makes a great point.  A background check is critical but can't replace good interviewing technique and reference checking.
